Ukraine Country Programme

The Ukraine country programme 2025–2028 with a budget of up to CHF 1.5 billion marks the beginning of a twelve-year Swiss support process for Ukraine's reconstruction, reform and sustainable development. The programme is implemented under the leadership of Ambassador Jacques Gerber, the Federal Council’s Delegate for Ukraine. It focuses on three areas:

1. Economic recovery:
The Russian war of aggression is placing a heavy burden on the economy. Regional differences in security risks and damages call for graduated measures for repairing critical infrastructure, economic stabilisation, reconstruction and modernisation. Switzerland provides extensive support to Ukraine in strengthening the framework conditions for stabilisation and driving reconstruction, aligned with the needs of partners on the ground. It prioritizes private sector development, the transparent reconstruction of urban infrastructure and strengthening cooperation with Swiss actors.

2. Public services:
Sound public health care, education and social services as well as a functioning energy supply, public transport and water facilities provide the foundation upon which Ukrainians can build their future, including those who are considering returning to their home country. Switzerland cooperates with Ukrainian authorities to provide good quality public services free from discrimination and based on the rule of law. Switzerland promotes innovation, digitalization and decentralisation to empower local administrations in reconstruction efforts.

3. Protection of the civilian population & peace:
In its peacebuilding and humanitarian interventions, Switzerland concentrates on emergency relief and protecting people affected by the war. Focus areas of interventions include the provision of emergency aid and support to humanitarian demining and the search for and identification of missing persons. Switzerland actively advocates for respecting the international humanitarian law and human rights, strengthening transitional justice measures and fostering dialogue. The aim is to strengthen Ukraine's resilience against the societal consequences of the war.
